Abstract

The article is devoted to Russian-Romanian relations in resolving mutual property claims after Russia's withdrawal from the war in early 1918. Evacuation measures taken on the territory of Romania as a result of the defeats of the 1916 campaign, the gradual collapse of the Russian army during the revolutionary period, the establishment of Soviet power in Russia with the prospect of a separate peace-these processes became prerequisites for the Romanian occupation of the Russian Gover- norate of Bessarabia, motivated by the retention of Romanian property on the territory of Russia. Russian front demobilization materials show a complex picture of Russian- Romanian relations, where the front headquarters made every effort to preserve Russian military property in the post-war period. The solution of the problem was based on overcoming mutual claims of the parties regarding various resources — Romanian property the post-war period. The fate of Bessarabia was directly dependent on the settlement of this problem by offsetting the economic plan. The prolongation of the civil war in Russia, and then the victory of the Soviet government, predetermined the Romanian occupation of Bessarabia, which became a kind of resource for such offsetting. The fate of the Governorate of Bessarabia, which became the first victim of foreign intervention following the First World War, shows the exceptional importance of timely and satisfactory resolution of conflict situations between military allies.
