Abstract
The problems of high humanitarian technologies are considered. The model of an active citizen – a far-sighted hedonist focused on public recognition and power is developed. It is shown that political stagnation can be avoided by removing restrictions on political activity for active citizens. After coming to power, these citizens change the situation for politically passive citizens, solving the problem of social stagnation. Flexible democratization therefore includes the introduction of political restrictions when a threat occurs to the state, ensuring the stability of the political system by constructing effective checks and balances against separatism and extremism.
