analysis of the characteristics of cash and non-cash circulation is based on such features of monetary circulation as dynamism and continuity. The principal moment in the organization of the regime of cash circulation is the definition of the subject, the state empowered by the state, which it exercises independently of other public authorities. One of the most important moments that characterize the regime of cash circulation are special restrictions in the form of a limit of cash balance in the cash desk, which are set by banks annually in agreement with the heads of enterprises on the basis of the features of the activity and the volume of cash turnover of the enterprise. Non-cash circulation as well as circulation of cash: a) represents a part of money circulation; b) involves special legislative regulation; c) determines the participation in the organization of non-cash circulation of a special entity that has exclusive powers and coordinates this appeal – the Bank of Russia; d) involves the participation of all entities that are part of the banking system.
