Abstract

The history of U.S.-Cuba relations dates back to the 18th. The most important events were the Spanish – American War (1898), the Cuban revolution of 1959, the Bay of Pigs invasion (1961), the Cuban Missile Crisis (1962). The policy of the United States on Cuba underwent radical changes during the presidency of Barack Obama, during which there was a thaw in relations, followed by a strong shift back to hostile relations under Donald Trump. In the context of the current U.S. election campaign the split within the American political elite with regard to Trump is deepening and the role of U.S.-Cuba relations is once again under question.

American mass media offers contradictory assessments of the policy of the Trump administration toward Cuba.

Conservative publications claim that Trump’s measures are wise, consistent and serve the interests of the United States. His speeches are compared with those of Ronald Reagan. Conservatives, in general, are not concerned by the negative effect of new sanctions on Cuban economy and the political situation in the country.

Liberal authors criticize Cuban policy of the Trump administration, insisting that it primarily tarnishes the image of the United States while the vacuum of American influence on Cuba may be filled by Russia or by China. They claim that by strengthening measures against Cuba, Trump was guided more by the desire to destroy the political legacy of his predecessor than by any meaningful geopolitical strategy. At the same time, he has a personal motive, which is to gain stronger support from Cuban-American voters in Miami in the upcoming elections. Liberals also hasten to point out that Trump applies clear double standards to authoritarian leaders in the two hemispheres.

On some aspects of U.S.-Cuba relations certain liberal and conservative publications share common views. They tend to believe that behind the tightening of sanctions stand Trump’s willingness to destroy a totalitarian regime in Cuba, to demolish socialism in the Western Hemisphere, and to punish Cuba for its support of the Nicolas Maduro regime.

The American press is also unanimous in its negative assessment of the new Cuban Constitution.

In general, a survey of U.S. mass media shows that the split over Cuban-American relations is not as deeply partisan there as it is among the political elite.
