Abstract

The paper shows how the U.S. innovation performance has changed over the past few years. The United States has improved a number of indicators of innovative development, which were weakened as a result of the recession of 2008-2009 and now takes the third place in the global innovation index.

It has been revealed that European countries, such as Switzerland, Sweden, Great Britain, Netherlands, Finland, Denmark, Germany, maintain their presence in the top ten of the world innovation rating. And Switzerland has been leading steadily during the last nine years. In 2019, Israel entered the world's top ten for the first time and ranked first in terms of innovation intensity. East Asian Countries, such as China, Korea, Singapore, are gradually strengthening their scientific and technological capabilities, creating competition with leading countries.

In modern world, innovation is the engine of economic growth. At the same time, the increase in global R & D spending is mainly due to private investment. And the growth rate of public R&D expenditures is slowing. This creates risks for the development of basic science, on which breakthrough innovations are based. The projected slowdown in the world economy reflects global economic uncertainties. Moreover, the growing protectionism may have a negative impact on knowledge-intensive sectors and knowledge flows in the world.

The increase in public R&D funding during D. Trump 's presidency creates a good base for development of R&D priorities that can make a significant contribution to strengthening U.S. competitive positions on the world stage.
