Abstract

The article considers the content and mechanisms of implementation of the Soviet housing policy in the period 1917-1941. Based on the material of legislative documents, orders of government and management bodies, the goals of housing policy are revealed – the nationalization of housing in order to use it as a means of managing people: attaching them to the place of work, forcing them to the required level of labor productivity and prescribed lifestyle.
